Group Legal Services

The Group Legal Services Insurance Plan (Plan) is a voluntary insurance plan that is available to eligible state employees. It is an important part of the state’s benefits package because it connects you with network attorneys and other legal resources to help you resolve life’s legal issues. Eligible state employees can enroll online by visiting the ARAG legal site and selecting the “View Plans” and “Enroll Now” tabs to enroll.

Enhanced services for Parents/Grandparents

This enhancement provides access to Parents and Grandparent support for matters such as Wills and Power of Attorney for Parents/grandparents for employees who are enrolled into the Group Legal insurance plan.

Monthly Premium

Eligibility

Active state employees appointed to a permanent or probationary position with a time base of half-time or more with one of the following designations are eligible to enroll:

  • Rank and File (R01-R21)
  • Managerial (M01-M21 and M99, E59, E79, E99)
  • Supervisory (S01-S21, E48, E58, E68, E78, E98)
  • Confidential (C, E97)
  • Excluded/Exempt (E88, E89, E92)

Permanent-intermittent (PI) employees must be credited with a minimum of 480 paid hours in the January–June or July–December control period to be eligible to enroll or 960 paid hours in two consecutive control periods to continue eligibility.

Limited-term (LT) or temporary authorization utilization (TAU) employees must have an appointment with a duration of more than six months and a time-base of half-time or more to be eligible to enroll.

Family coverage covers employee and one or more eligible dependents.

Enrollment

Newly Hired or Newly Eligible

Newly hired or newly eligible employees have 60 days from date of hire/eligibility to enroll. After the 60-day timeframe, they must wait until open enrollment.

Example: An employee hired on January 1 must enroll no later than March 1.

Open Enrollment

The annual open enrollment period is held in the fall.

  • Employees who are currently enrolled do not need to re-enroll.
  • Eligible employees who are not currently enrolled can enroll during this period.
  • Employees can make changes to their coverage, add and/or delete dependent(s) or cancel their coverage.
How To Enroll

Eligible state employees can enroll online, by phone, fax, mail or email, with the exception of Direct Pay agencies, PI, TAU or LT employees.

Employees with questions regarding enrollment should contact their departmental personnel office for assistance.

California Exposition & State Fair, (Cal Expo) California Fairs Services Authority (Cal Fairs), or the Legislative Analyst’s Office (LAO)

 Cal Expo, Cal Fairs, and LAO employees must enroll by completing the State of California Group Legal Insurance form and submitting to their departmental personnel office.

Permanent-Intermittent (PI), Limited-Term (LT), and Temporary Authorization Utilization Employees (TAU)

PI, LT, or TAU employees must enroll by completing the State of California Group Legal Insurance form and submitting to their departmental personnel office.

Employees can enroll online by visiting the  ARAG Legal Insurance.

 Enrollment form

Employees can locate the form by visiting ARAG Legal Insurance website.

Phone

Employees can enroll over the phone by contacting ARAG Customer Care.

Mail, Email or Fax

Employees can mail, email or fax completed forms to ARAG Insurance.

Forms must be mailed or faxed to ARAG Insurance by the close of the 60-day eligibility period or last day of the Open enrollment period.

Note: Employees should retain a copy of the enrollment forms for their records.

Effective Date

The effective date of enrollment is dependent on when employees submit the enrollment form or enroll online.

Newly Hired/Newly Eligible

The effective date of coverage will begin on the first day of the month following the first premium deduction.

  • If the employee enrolled online, or by phone, fax or email and the enrollment form is processed by the 10th day of the calendar month, coverage will become effective on the first day of the next calendar month.
  • If the employee enrolled online, or by phone, fax or email and the enrollment form is processed after the 10th day of the calendar month, coverage will become effective on the first day of the second calendar month.

Example:

Hired January 1 (60-day eligibility period ends March 1)
Enrolled January 1
Effective February 1
Premiums will be taken from the January pay warrant

Hired January 1 (60-day eligibility period ends March 1)
Enrolled January 11
Effective March 1
Premiums will be taken from the February pay warrant

Hired January 1 (60-day eligibility period ends March 1)
Enrolled March 2
Employee missed enrollment opportunity and must wait until Open Enrollment to enroll

Open Enrollment

Enrollment will be effective January 1.

Note: Employees should review their pay warrant to make sure the premium has been deducted. If the premium has not been deducted, employees should contact their departmental personnel office.

How To Cancel Coverage

Employees can cancel coverage at any time, including during the open enrollment period. Employees with questions regarding cancellation should contact their departmental personnel office for assistance.

Open Enrollment

Employees can cancel coverage on ARAG’s website, over the phone or by sending the cancellation form to ARAG by mail, fax, or email.

Outside of Open Enrollment

Employees can cancel their coverage over the phone or by sending the cancellation form to ARAG by mail, fax, or email.

Permitting Events

Employees who are currently enrolled and have one of the following permitting events have 60 days from the date of the event to change their current coverage.

  • Birth or adoption of a child
  • Child reaches age 26 or marries (whichever comes first)
  • Death of a dependent
  • Marriage
  • Divorce
Mandatory Deletion

Employees are responsible for informing ARAG of changes. If the employee fails to initiate a mandatory deletion within the 60-day period of the permitting event date, the employee will not be reimbursed for the overpayment of premiums, nor will ARAG provide coverage for family members who no longer meet the eligibility requirements.

Frequently Asked Questions

Can I continue my plan into retirement?

Currently Enrolled

Employees can continue their Group Legal Services Insurance Plan into retirement. Employees must complete the Retiree Group Legal Services Insurance Plan Enrollment Authorization within 60 days of retirement to avoid a break in coverage.

Not currently Enrolled

Employees who are not currently enrolled are eligible to enroll within 60 days from the date of retirement.

Employees who do not enroll within 60 days of retirement, may enroll during the open enrollment period, which is held annually in the fall.

What is the enhancement for Parents and Grandparents?

The enhanced services provides preparation of the documents for employees’ parents and grandparents.

This includes:

  • Individual will or spousal will(s). (Does not include any tax planning services done in connection with the will.)
  • Amendments to an existing will
  • Living Wills and Health Care Directives
  • Durable and Financial Power of Attorney coverage for your parents and grandparent.
