The California Department of Human Resource (CalHR) administers dental, vision and voluntary plan benefits for state of California employees.

The California Public Employees’ Retirement System (CalPERS) administers health insurance coverage for state employees and retirees. Employees can choose from a broad range of health insurance plans. The state pays a portion of the premium. For information on health plans and premiums, visit CalPERS.

Some health plans are available only in certain counties and/or ZIP Codes. Contact the health plan before enrolling to make sure they cover your ZIP Codes and that their provider network is accepting new patients in your area. You may also use CalPERS’ online service, the Health Plan Search by ZIP Code.

Benefit Eligibility

Employees are eligible for health benefits if they have an appointment of more than six months (at least six months plus one day) and a time base of half-time or more. Eligible employees have 60 calendar days from the date of the appointment or a permitting event to enroll in a health plan, or during the Open Enrollment period. Making Changes to Your Current Benefits

Health Benefits are provided through the CalPERS. CalPERS has launched the functionality that will allow state active employees to submit health enrollment changes, along with supporting documentation, online through their myCalPERS, account. Visit the CalPERS Health Benefits webpage for more information.

To make changes to your health plan, log in to your myCalPERS account. Changes made during Open Enrollment will take effect January 1 each year. Changes made outside of the Open Enrollment period will only be allowed within 60 calendar days of a permitting event. For questions on permitting events and to see if your event qualifies, please contact your departmental personnel office.
